Listening to noise is never neutral. Every system has already learned which voices sound like signal, and which voices sound like disturbance.

I often write that noise is a signal, not a flaw. That is true, but it is also a dangerously easy sentence, because it pretends that all noise gets the same chance to be heard. It does not.

In every organisation, certain voices carry almost by themselves. Not because they have more to say, but because the system already recognises their tone: the jargon, the position, the way of formulating things that matches what serious sounds like. The same organisation treats other voices as disturbance, even when they are saying exactly the same thing, only differently worded, with less authority, or from a place that carries less weight.

That is not coincidence and not necessarily bad will. It is a property of the system itself. It is built to recognise certain patterns as meaningful, and others as not. A report written in correct institutional language is more quickly read as a signal than an angry, poorly phrased complaint, even when the complaint is factually more accurate. Not because the content is worth less, but because the form does not match what the system has learned to treat as something serious.

That makes listen to the noise a less innocent piece of advice than it sounds. It can just as easily mean: listen to the noise that already sits on your wavelength. The deviation you can easily recognise because its form stays close to your own expectations. And ignore the deviation that falls just too far outside those expectations, which is then not seen as signal but as noise in the older, dismissive sense: irritating, unimportant, something to filter out.

I see that pattern in small things and large ones. The small: in a team trying to listen to tension, the tension of the most verbally fluent colleague is often taken seriously first, not because it matters most, but because it is easiest to formulate. The large: a triage system built on the language and categories of the organisation recognises a report that fits that language more quickly as a case deserving attention than one that falls outside it, even when the second report is just as urgent or more urgent.

The difference between the two examples is only scale. The mechanism is the same: the system hears best what already transmits on its own frequency.

That does not mean that reading noise as signal is wrong. It means the idea is incomplete without this question: whose noise reaches me, and whose noise remains inaudible, not because it has nothing to say, but because I have not been trained to recognise it as anything other than disturbance?

That question is not a footnote to the idea. It is the test of whether the idea is more than a new way to confirm what you already suspected.
